I have 20 paid apps on a computer, and I want to move it to new computer, since syncing will delete all the itouch third party apps. So would it work, because some people told me it isn't possible since, apple trys to stop piracy or something

No it isn't possible. You can take apps from one computer and put them on a new one. You can take your account for iTunes though and log into a different computer.

Yes, you can transfer apps to a new computer, you'll just have to authorize them.

how to: bring ipod to new computer but first sign in as your account that you normally use on the old pc then go to account in the top left (it might be under something else) and click authorize computer then sync your ipod!

Just install iTunes on your new PC and load the Apps one more time. It´s free. BUT before loading, activate the PC on itunes. The you can activate 4 more PC.

It's an iPod Touch, not an iTouch. Get things right please. :\

And can't you just redownload your apps?
