    Ugh.... Your computer is like 100000 Times faster than your ipod and the ipod just wouldnt run it at all, itd be like 4 fps

    The answer you're looking for is NO, you CANNOT. Nobody has made an N64 emulator yet, so even if you have the ROM, it's useless, and likely illegal. Also, the reason no one has made it is because it would run too slow on an iPod touch. You could try Mario Kart Super Circuit on the GBA emulator though--that runs okay.
