So I have my desktop connected to my home router and my touch also uses that router wirelessly, Is there any way I can view the files in my desktop and run them(like looking at a pdf file) from my ipod touch?

VNsea is just a port of a mac VNC client. a VNC client will connect to any VNC server. as long as you're running one on your computer, it really doesnt give a damn what OS you have.
