I know you can code iphone apps in c++. but the only way I've sen of installing/running them is via ssh and terminal. is there a way to install them as separate applications and run then independently?

oh yeah I'm running windows vista...

to build an app that has an interface, a UIApplication, you must know objective-c because the entire UIKit framework, along with Foundation is written in objective-c. if you're simply talking about command line, you can write in c++

yes I realize this. but if you were to develop a command line application (for personal use, a commercial app should have a UI) would it be able to run by itself or would it require terminal?

You could package it the way you package any iPhone application, but in the Info.plist, specify a script that will run your application.

This is all assuming that your program will be taking no arguements or the same arguements every time.
