Do you think it'd be possible to build jailbreakme inside an app and smuggle it through the app store similar to the way the tethering flashflight made it through? I think there would be a lot more iDevices that will be JB'd x]

No. First, App Store apps run in a sandbox (meaning they cannot interfere with the OS)
    Seconds, Apple is not stupid.

But it can open safari, right?

And apple was stupid enough to let the tethering app through.

Why not just host the PDF somewhere and give people a link?

What would be the point of this? It's already freely available, so what would shoving it in an app do?

There's not-so-smart people in this world where going into safari and opening a pdf file would be hard
