the latest version of iPhone Tunnel sets up within a few clicks ready to browse a jailbroken iPod via usb.

    website: http://www.makkiaweb.net/itunnel/

you will firstly need openssh installed I believe (I found it never worked untill I installed it)

    default login details for iPod:

    username: root
    password: alpine

where it asks for the wifi this is the IP address of the iPod Touch just enter whatever comes up under wifi details in settings.

you can put the repo addresses into a web browser and download the .deb files, upload via usb and run a command through a program like putty or winscp's terminal and install away then respring and you should be set to go
