No, bluetooth requires hardware not present in the iPod Touch.

As with all things in life, google is your friend. If you have a computer, and can google, you can get the answer to almost anything you wanted to know (and many things you didn't)

So as far as Bluetooth goes google says:-

    http://www.lordpercy.com/bluetooth_explained.htm

As said above, the Ipod touch does not have Bluetooth (even if the chip is in the hardware nobody has found a way of activating it). The Iphone has Bluetooth, but Apple castrated it, just allowing it transfer audio output to a headset or speakers. The most likely reason for this was for protection of the OS - if you could transfer images and files it would be easy to transfer an installer and hack into the system - something they did not want. Fortunately for us while they pointlessly blocked this obvious method, they left enough less obvious backdoors for people to get into both the Ipod touch and Iphone. So that was a waste of time. And anyway, if they wanted to they could have allowed bluetooth file transfer of files on the Iphone to a dir with limited permissions so nothing could be run on it. Either way the lack of file transfer through bluetooth on the Iphone is just one of many problems that stop it going mass market, alongside lacking multimedia sms, poor quality camera and expensive contract.
