But, I would like to develop for the ipod touch, and im running windows. Is there anything i can use on the windows platform to write ipod applications?

Yes, I have searched, before you tell me to do it.

Cocoa is the best environment for programming iPod/iPhone apps. If you're decent at understanding long, complicated, and technical processes, then there is a way to build the Toolchain on Linux and Windows. You can find the instructions over at the iPhone Dev Team Wiki.

And for the record, Objective-C is NOTHING like HTML. They are so different. The closest you might be able to get is Java. But the truth is that Objective-C is a C based language, so be prepared to study, learn, and adhere to strict rules, unlike HTMLl.
