Because they are money lovers and you cannot use or operate the phone with paying 200$ to them.

Everybody wants money. AT&T is no different than any other company.

Umm no? There is only one reason that you have to pay $400 for the phone. For one, your already a customer with AT&T. Obviously you already have a phone and your currently in a 2-year contract. For you to get an "Early-Upgrade" you'll have to pay more. The reason is because you're breaking your current contract.

You probably should have thought about what would happen before you signed the contract. So, it's either you pay the $400 or you shut your trap. It's funny that you think AT&T is solidly the only company that makes you pay for an early upgrade. Every company does it, not just AT&T.

You think everything will be handed to you for free without no consequences? Think again.

the fee you pay depends on how much time was left in the previous contract.

    @ op
While I'm not usually one to defend corporate giants like AT&T, your attitude is pitiful. I can understand anger at AT&T, but only if it's backed up by facts. Your anger is, obviously, not. As vintagecondom said, that "extra" $200 is not really "extra" if you think about it. First of all, the $199 advertised price of the iPhone is ONLY for new customers or customers due for an upgrade. It's in the fine print. Sage life advice: always read the fine print. Also, the REASON why you had to pay more because you were in an existing contract is the fact that the carrier HEAVILY subsidizes the cost of the phone. For example, the retail price of an iPhone sans contract is about $700. Other phones, proportionally, are similar in retail vs. subsidized price. So when you buy that phone for a cheap price from AT&T, part of the deal is that you'll be a customer for 2 years and pay the phone bill. Otherwise, AT&T can't afford to sell a $700 phone for $200.

tldr: learn how the industry does things before you lose it.

So, have a seat and think about that.
