    So let's say I bought an iPhone 3G around a month after it came out, I'd then have the ability to buy the 16GB iPhone 3GS for the $199 price, Right?

    I think they're referring to the people that bought the 1st Gen iPhone.

    So if you eligible for your upgrade in the upcoming 4 or so months they will give you a special price.

    I bought the iPhone during late February....So do I have to wait at least 8 months before I get a special upgrade price?

    That is correct, anyone who bought the 2G is (for the most part) in the clear.
