I have an ipod touch 2g but I might return it to get a better deal. If I plug in my new ipod touch, I should still be able to sync all of my apps to my new ipod right? I just want to make sure.

Yes they are associated with your iTunes account not the device specifically.

If you downloaded the apps on iTunes or transferred your purchases when you synced your iPod, they should be in your iTunes Applications folder. If this is the case, when you sync your new iPod they will still be in that folder, therefore, yes, you can.
