All apps that I have on my 64gb iPod touch (jailbroken apps or not) appear to start normally but when I try and use them the touchscreen is completely inresponsive. Is this a common bug? Do I have to re jailbreak?

Trying reinstalling the apps, if it still doesn't work, you should try a restore.

I This happens to me occasioannaly, its called lag, when an app hangs and nothing works for a long long time then to reworks again. Sometimes it may work but be extremely choppy

Close all apps that are multitasking (if jailbroken, respring). Restart your device if it still doesn't work. No need to restore. Also get rid of any mobile substrate tweaks you aren't using. Those hog RAM.
