Is the 300MB partition used for App Store Apps too?

No, disk0s1 (/) is 500MB and is used for the device's software.
disk0s2 (/private/var/) is the rest of your device's hard drive and stores user content, such as downloaded applications and music.
The App Store applications would never run on disk0s1, even though they have specific read/write rules.
They are sandboxed to their own directory in /var/mobile/Applications/ and have access to contacts, photos, and so on.
