i thought they stopped offering the bumper for free a few months after they started giving them away the first time.

Bah, this has been made into a way bigger deal than it really is. I can still hold my iphone 4s wrong and make the bars drop, I could also do it with my iphone 3G as well as the iphone 4 I used to own. In fact, doing a little research on google will show you that most phones do this.

I wish they released that app again to just request a free bumper, too much of a hassle to go through to get one.

I think it's rather that most articles were not specific enough about what the issue was. Yes, on pretty much any phone you can block the antenna to decrease the reception somewhat. The difference is why it happens. On the iPhone 4 it happens because you bridge the two different antennas together and results in a larger drop. That is clearly a design flaw, not just the inevitablility of the laws of physics.

It insulates the antenna so your skin doesn't ground it.

There is not a single position or grip I can place my 4s into that will drop my signal bars. My wifes 4, yes. Not my 4s. Nor could I do so with my 3gs when I owned one.
