How much are factory unlocked phones in the U.S.? Here Apple sell them for approx $800-900 USD in their online store.

Why is it locked in the U.S? In my country you get the option when you buy it

    It's a picture from a European iPhone
From eBay, but not from the Apple Stores.

But it's worth it, the resale value is high. My gf dad sold his 32GB factory unlocked 3Gs for a grand

Not factory unlocked. Only way to get a factory unlocked iPhone in the US is to have it imported from a country where they sell them unlocked, otherwise you are buying an ultrasn0w unlocked iPhone.

OP, you know that could be a T-Mobile EU iphone screen shot? Could be ultrasn0w unlocked, though, it's a screenshot with no way for you or Apple to differentiate.

Edit: it is an EU iphone screenshot.
