The original warranty for my ipod touch 32g has expired, is it possible to purchase applecare and apply it to the ipod for further warranty?, cause my ipod touch WILL be recognized on any computer, if not how much would it cost?

No you couldn't buy it anymore. You can only but it when you buy your iPod.

You DON'T have to buy it the same day you purchase the Ipod. You have to buy it, BEFORE the regular factory warranty expires, which is 1 year. Once you purchase the warranty, then you have to register it with apple, so they can extend the warranty on your Ipod for another year..
