Is there an app that lets you download files from the internet? or can safari handle downloads?

If you have jailbroken your iPhone, you can search cydia for Safari Download Manager (I think it's called). Install it and safari will be able to download.

nope. You'll have to wait for Spirit. Although if it's pdf's and word documents, music and stuff like that, I use an app called GoodReader which is available on the app store for a small price. It's ios4 ready.

Safari Download Manager is currently not compatible with jailbroken iOS4.0... there's a number of apps in the App Store that can download files... just search for 'download' in the App Store...

try download manager, it's a free app that does what you probably need it too.
