    no, you would need SDK witch is exclusivly for macs

    I don't think there are any oficial I'm talking bout unoficial even very limited or online ones

    there is a version for windows its called dragon sdk or something like that but it's 45 dollars,euro etc

    For Windows use Airplay SDK or DragonFire SDK, or WinChain, or MonoTouch (I don't know if they have a 3.0 toolchain though). All of these use C++, C, Obj C (except MonoTouch, it uses C#/.NET that may violate the license, I don't know if Apple is allowing this as the rule was made to block Flash CS5) as their main coding source (They don't break Apple's user agreements).

    *****Note: Some of these still REQUIRE a Mac to compile the code. Some do not however, read and research something before purchasing...
