I think it would be hard to have one of those, there isn't an antenna on the iPod. The only way i can see getting radio on the touch is through the WiFI.

There is always internet radio. But FM would be too difficult as there isn't an antenna. There is another thread on here about FM Radio

I believe the wires of the headphones can be used as antenas, that's what is used on the newest samsung mp3 players. So I think there could be a FM app.
Can anyone back me up here or am I just delusional?

yes if anyone finds a way please tell me. Also I think al65 could be correct because even some sony ericsson cell phones use the headphones as an antenna.

It would be impossible to receive FM radio with the current hardware and add-ons. However, many radio stations broadcast their signal online. Someone could write an app to process the feeds via Wi-Fi perhaps.
