    has anyone tried or used 1.1.3's VPN client?

    Its located in Network Settings.

    There's no help for it from what I can tell, not even on apple.com

    I use it sometimes, to connect to a PPTP VPN server and works great. It wasn't available on previous touch firmware versions, unless you installed iphone applications. Settings where hidden deep in settings menu, now are more accessible.

    my problem since fw 1.1.3 is I can't save vpn password, having to retype it every connect.

    VPN = Virtual Private Networking
    With VPN you can use the internet as a secure communication channel. VPN on the ipod uses either L2TP (Layer 2 Tunneling Protocol) or PPTP (Point to Point Tunneling Protocol).
    What does it mean? Short explanation: Your communication over the internet will be ciphered so that others can't read it (virtual privacy).

    I use VPN nearly every day at Uni. 1.1.3 JB (ipodtouchmasters version)
    No problems with password.
    VPN was always available on JB iPoTs and now seems to be on regular iPoTs with "January App pack".
