There is no word on pricing for India yet, but it is "coming soon" according to Apple.
Bharti Airtel and Vodafone will be carrying it.
Yes, you will be able to jailbreak pretty much every firmware, no matter what Apple does.
Do not have someone from the US bring you one though, it isn't possible.
AT&T customers have to sign a contract in store to purchase the 3G iPhone, so they'd be wasting quite a bit of money.
I'm sure there will be unlocks, but they won't be as popular because of this.

    1) Your relatives in the US can't bring you a 3G iPhone back to India, or else you won't have a plan. The reason being, before leaving the store, you must activate a minimum 2-year contract with AT&T, the carrier for the 3G iPhone in the US.

    2) No, as of now, there is no jailbreak for Firmware 2.0, which is the firmware the 3G iPhone will be running.

    3) As far as US goes, with the $199 cost of the 3G iPhone, that is intergrated with a minimum 2-year plan. For India, there is no word yet on pricing, as the 3G iPhone isn't expected to arrive in India on July 11th, rather sometime soon.
