How would I go about adding mp3s downloaded from safari to the music app without connecting to iTunes?

Sadly, you can't add them to the actual music app without connecting to a computer. If you hate iTunes you could try Songbird or something

but the best alternative for when you're away from home is to use iFile, navigate to the /var/mobile/Library/Downloads directory, and tap your mp3. Then when you get home go to the same directory with a filesystem browser (iFunBox is a good one) and copy them into your iTunes and sync them.
