Why is it that when I uninstall iBlackjack, and then re-install it; it saves it's "place" on my springboard, and it still knows how much money I have in the game? I have seen this on other apps as well. Is it not completely uninstalling apps when you uninstall?

No, unfortunately it isn't completely uninstalled. The programs are designed like they are for MacOS X - the applications spew preference files all over, most of which are typically saved in the Library folder (if you've got MobileFinder installed or connected via SFTP, take a walk around the folder). If you've uninstalled the application, it SHOULD be OK to delete the preferences/folders, although I haven't tried myself.
