I wanted to see what's up with the new iOS...specifically, has apple resolved the issue with the slowness that the v4 has caused with the iPhone 3g? Or is 3.13 still faster? Thanks!

4.0.2 just patched the PDF exploit. Nothing else.

4.0.1 was an update to change the algorithm for the signal bars.

Are we better off downgrading to 3.1.3 for better speed? Also, is it worth it?

Yup, just stay on 3.1.3 for now. To get iOS 4.0 features use stuff from cydia.

How do I downgrade to 3.1.3? Put my iPhone into DFU mode then restore using a 3.1.3 firmware?

Yup, shift+click Restore in iTunes and select the 3.1.3 firmware file.
I think this still works with 1st and 2nd Gen devices like the iPhone 3G, iPod touch 2G but it might not work on later devices.
