It is possible to downgrade to 3.1.2 again.

Only if you had Cydia installed before and thus backed up the ECID SHSH keys.

    Here's my scenario:
I just received a received a replacement for my broken 64gb Touch 3G-it came with 3.1.1 and as soon as I connected it to iTunes it asked to update to 3.1.3-I promptly disconnected it.
I was able to load Blackrain on it but only Cydia showed up on the screen. Cydia ran fine and loaded up.
Is it possible that my ECID SHSH keys were backed up somewhere? I can't for the life of me load 3.1.2 (getting the not eligible message) and I am now on 3.1.3 because I had hoped that the downgrade would work.
I do have backups of my old Touch which did have Cydia on it.
Is there any way that I could get to 3.1.2?

    Try this,

And then try restoring to 3.1.2, I've helped out a few people who've had this problem, one who had never jailbroken before.

Best possibilities: build a clan to complain about apple's ipod touch's style(make cydia legal) or just wait for a genius to create jailbreak for 3.1.3
