Retired/Inactive means you no longer have the magical moderator powers or the access to the moderator lounge. So whereas Skylar can still but the hammah down, you can only symbolically bring the hammah down by saying, "STFU I'M REPORTING YOU." I think they're saying bye as most, "Retired/Inactive Moderators" haven't come back. See: nintendodude, a113524c, Hazed, DeusMachina, etc.
