Well, if the original is a gif, then all you need to do is resize the image in GIMP. Gif images for avatars are required to be 135 by 135 pixels, AND, AND!!! under ~180kb.
Just make sure you are resizing the original animated version, when you open it in GIMP it should have multiple layers.
