Yes. You can transfer to and from your PayPal and bank account. However, if you have a a 20 dollar minimum in your bank account, you must keep at least 20 bucks in your Bank Account. Make sure you get a debit card as well so you can make purchases from the Android Market (or some way to connect your bank account to Google Shopper). IDK why Android Market doesn't accept PayPal :p
