As for moving the notification to the top I use springtomize to hide the lockscreen date, and it automatically moves them to the top. "Lockscreen clock hide" might do it also.

For the 24hr to 12hr change, open up the LockBackground.html (I use notepad++) and find the following:

/* Remove the /* from under this line to display the 12 hours clock */ /* NEW!! */

Then you basically do what it says and delete the "/*" string below it. It's right above the line that says:

// Choose either "AM" or "PM" as appropriate

All you're doing is removing the "/*" from the 3rd line.

It's called "LS AMLS" I modded it a bit to fit my iPhone 5 and added the camera grabber though, if you have a 4S or lower it should work out the box.. :)
