Apple has released iOS 7.0.6, and it contains a “security update.” The update is very small, so not much has changed. Apple also released iOS 6.1.6 for the fourth-generation iPod touch and the iPhone 3GS, presumably to fix the same security issue that involves SSL connections.
iOS 7.1 is expected to be released with a month, after being in beta testing since November. That is the release that carries various changes to iOS 7, following criticism of specific parts of the UI and the slow animations, as well as general stability.
Obviously, if you’re jailbroken, don’t update.
